The New Iraqi journal of Medicine: Are we on the right way?

In 2006, The New Iraqi Journal of Medicine published a paper about childhood injuries in Iraq [1].Shorty after publishing this paper the author travelled to Yemen to work in a German hospital. German physicians were very interested in the paper published in The New Iraqi Journal of Medicine. They thought that the paper should be published in a German journal also [In German language].
The Author [Dhia Talib Al Anbaky] asked the permission to publish the paper after translating it into Germany and making some modification. The author needed more Co-authors to help him in achieving this task. The New Iraqi Journal of Medicine gave the permission to publish in a German journal in German Language provided that the journal state that the article was previously published in The New Iraqi Journal of Medicine. This condition removed all the unwanted effects of duplication of publication.
In fact I have recently discussed the policy
Of our journal in giving permission to publish in other journals with committee on publication ethics (COPE).The COPE approved our policy. We now prefer to give permission to publish papers published in our journal in language other than English.
In June 2008, the translated paper was published in a German journal [2], and cited by the PubMed.To my knowledge this is the first paper published in Iraqi Medical journal cited by the PubMed.
